Job Description

Position Highlights:

 

The International Compliance office within the Corporate Compliance department serves as the Institutions Research Integrity office as required by Florida Statute 1010.35. The Foreign Influence Program Manager (FIPM) manages the daily functions of the Foreign Influence/International Compliance. The FIPM is responsible for implementation, management, and oversight of Moffitt's compliance with federal and state foreign influence laws and regulations. The Foreign Influence Program Manager will ensure completion of foreign influence compliance reviews as required by state and federal laws and provide consultation/education to faculty/team members. S/he will be responsible for ensuring compliance with laws related to the review of foreign national researchers and international business travel. The FIPM will be responsible for the development of all required reports for submission to the appropriate regulatory body. The FIPM will stay up to date on any new Foreign Influence regulations at both the state and federal level and be responsible for training Faculty/team members on the new regulations. The FIPM will supervise foreign influence program staff.

  • Ability to effectively prioritize and execute tasks in a fast-paced, dynamic environment.
  • Excellent interpersonal skills.
  • Experience working with enterprise databases and analytics.
  • Ability to work pro-actively and collaboratively to fulfill the objectives of the Compliance Program and address matters with credibility, objectivity, and confidentiality in accordance with professional auditing and investigative standards.
  • Ability to abide by the highest ethical standards and exhibit these standards and the Cancer Center's mission, vision, and values in the performance of position duties.
  • Exhibits positive attitude and strong work ethic.

 

Responsibilities:

 

  • Manages the daily functions of the Foreign Influence compliance program
  • Analyzes and assesses organizational activities for any
  • International/Foreign Influence compliance problems
  • Implements the Foreign Influence compliance program, ensuring compliance with federal and state laws.
  • Manages the delivery of Foreign Influence compliance education and training
  • Supervises Foreign Influence Staff
  • Maintains regulatory documentation

 

Credentials and Qualifications:

 

  • Bachelor’s Degree required.

 

  • Minimum four (4) years** of relevant and progressively responsible experience in research, compliance, export control or other appropriate field is required. Requires a minimum of one year of supervisory experience.

 

*An Associate's degree with an additional two (2) years of relevant experience in a compliance role (for a total of six (6) years) may be considered in lieu of Bachelor's degree.

 

** May consider a Masters, Juris Doctorate, or PhD in lieu of two (2) of the four (4) years of relevant administrative compliance experience

 

  • Ability to research and decipher complex regulations and apply them to everyday situations. Strong written and verbal communication skills.

 

Preferred:

  • Prior experience with foreign influence or conflicts of interest in academia. Awareness of Export Control regulations, including the EAR, ITAR and OFAC regulations. Demonstrated proficiency working with complex regulations.
