Job Description

The Deputy Division Director/Facility Security Officer (FSO) role is an influential and impactful role key to the Division’s operations with high visibility across the Laboratory.  Reporting to the Chief Security Officer (CSO)/Safeguards & Security (SAS) Division Director, the DD/FSO works and supports the CSO in developing and executing Argonne’s long-term safeguards and security, cybersecurity and global travel strategy and programs.  The DD/FSO performs the duties of and represents the CSO and SAS Division in the CSO’s absence.  In this position, the DD/FSO oversees day-to-day operations of the Division and supports the development and submission of budgetary requests and reports to include PEMP and performance related reporting to DoE. This role has direct oversight and management of key Department safeguards and security Department managers and their team’s.  The DD FSO provides technical and subject matter expertise on a regular basis to all SAS functional areas to assist the CSO.  As the Deputy Division Director and site FSO, has regular contact with senior laboratory leadership and is a direct point of contact with the Argonne DOE Site Office and the broader DOE complex.  The FSO as a Key Management Personnel is a critical, required position with significant responsibility to ensure compliance with the Safeguards and Security program and security incident reporting functions. The position represents the CSO in a variety of capacities including, but not limited to SAS operations, human resources and local and headquarters financial duties. Responsible for ensuring that site access and physical security requirements, foreign national access, nuclear materials safeguarding, classified cyber and information requirements, personnel security and global travel requirements are aligned and integrated in broader laboratory processes.  Provides direct operational oversight of security incidents and security related emergencies at the Laboratory. Enacts a compelling vision of supporting the institution to leverage technology and information into the fabric of the security protection systems for the Argonne campus.  Recruits and develops a diverse workforce of talented people, implements efficient processes and systems, promotes a culture of continuous improvement, and ensures accuracy, reliability, and compliance with federal requirements for safeguards and security controls to prevent unacceptable adverse impacts on national security, the health and safety of DOE and contractor employees, the public, or the environment.

Position Requirements

  • Expert knowledgeable in all aspects of  E.O. 12829, National Industrial Security Program, E.O. 13526, Classified National Security Information, the National Industrial Security Program Operating Manual (NISPOM) and all DOE Order flow downs, DOE Safeguards and Security related orders, and the Federal Travel Regulation (FTR) Chapters 300-304 [41 Code of Federal Regulations (CFR), Parts 300–304], including their practical application to safeguards and security and global travel operations.
  • Experience with large comprehensive enterprise physical security programs and systems. This includes classified data protection, physical intrusion detection systems, oversight of a 24/7 protective force team and continuous monitoring of site activities and incidents.
  • Experience with managing multiple audit requests for a variety of functions across safeguards and security, classified information management and global travel.
  • Demonstrated technical leader with strong interpersonal and presentation skills for interacting with team members and senior management.
  • Skills in communicating and prioritizing issues with senior leadership and management in order to devise responsive, efficient security solutions, including demonstrated ability to present complex issues in clear, concise terms.
  • In-depth knowledge of the federal government contracting, procuring and associated regulations to ensure compliance with all requirements.
  • Experience ensuring adequate controls are documented and utilized to ensure compliance with government and independent audits.
  • Demonstrated ability to lead through influence and deliver measurable impact.
  • Ability to drive change, including cultural impact.
  • Skill in building and sustaining consensus and collaboration among key stakeholders.
  • Skill in managing a large multi-functional organization and subcontractor employees with budget responsibility of over $10 million annually.
  • Good organizational skills to balance work and prioritize issues.
  • Available to respond to emerging issues 24/7.
  • Must be a U.S. Citizen and have the ability to obtain and maintain a Q clearance is required.
