Finance and Administration Information Technology is seeking an Application Development Manager. This is a full-time (1.0 FTE),12-month, professional faculty position.
This position is supervised by the Director for DFA IT Technical Solutions Architecture.
OSU (Oregon State University) DFA IT TSA (Technical Solutions Architecture) supports the University through multiple units under Finance & Administration, including but not limited to Enterprise Risk Services, Capital Planning and Development, Facilities and Maintenance Services, Procurement, Contracts and Materials Management, Human Resources and Transportation Services.
This position will work collaboratively with departmental stakeholders through all units within DFA, the TSA Director and DFA IT staff to analyze departmental needs and convert those needs into an effective solution. Duties will also include support and development of relational databases, web applications, mobile applications, and reports. The application development manager will directly supervise the programmers in the TSA group as well as student employees as needed. Solutions will be based on specifics of each project, but typically include third party purchased solutions, development in-house, or a combination of both.
This position will be responsible for planning, organizing, and managing all aspects of the work produced by the TSA programming employees. This position will coordinate with the DFA IT TSA director on the management of the budget for development needs, employees, equipment, facilities, and customer service provided. This position is considered a working manager and will be split between development and management of development employees.
Additional responsibilities include project management, writing unit tests, troubleshooting, support, and maintenance for existing systems, and working with departments to iteratively improve applications. Creating, maintaining, and organizing goals for employees that are directly supervised by the Application Development Manager

Has full supervisor responsibilities which include, but are not limited to, assigning, planning, and approving work completed by staff, completion of performance evaluations, responding to grievances, and rewarding staff. Will participate in hiring/termination process and approves time and leave requests. Coordinate projects ensuring timeliness and accuracy. Oversee compliance of procedures and guidelines as well as adherence to policies. Participates as a member of the DFA IT TSA leadership team. Coordinates work activities of this team to prevent delays, improve service, and to maintain the operations of TSA Team. Develop and drive improvements in application development processes. Manage day-to-day activities of a distributed application development team. Follow and promote OSU, DFA, and DFA IT policies and core values. Provides administrative management including resource management, oversight of complex troubleshooting, and development of projects and systems that support the DFA IT leadership direction and the mission, vision, and values of DFA and OSU. Manages within the assigned budget and keeps DFA IT Senior Director and the DFA IT TSA director informed of fiscal needs and results. Develops processes for effective and efficient workflow and adherence to quality and security standards.
25% Applications Programming
Develop succinct, timely programming code or modify code in a logical manner which optimizes programming resources. Write code to meet user specifications in alignment with university standards. Develop and modify application and integration code to meet user needs. Effectively test and debug applications prior to distribution. Create and maintain versioning control for code developed.
20% Systems Analysis and Development
Analyze user system and application needs, determine, and evaluate alternative solutions/approaches to meet those needs, and select the optimal technology solution. Provide project management and consult with department contacts to identify and document software/system purpose, application flow, workflow issues, output needs, revisions and to determine overall functional and technical system requirements and specifications. Write applications and code to integrate dataflows between systems. Collaborate with other campus IT support teams to manage server technologies and infrastructure.
Maintain and support assigned systems to ensure minimal downtime and loss of productivity and service. Evaluate and enhance the efficiency of existing programs to meet current and future user needs. Maintain and support departmental databases. Install new, modified, or third-party software releases and/or updates.
10% Customer Service
Meet with supervisor and departmental contacts to evaluate their needs and understand overall business needs. Effectively communicate with customers regarding project and status providing options to customer regarding cost-benefit analysis of proposal as appropriate. Communicate and network with other University IT personnel by developing and maintaining professional relationships.
10% Professional Development
Maintains professional currency through active engagement in professional conferences and on/off campus training. Participates in and contributes actively to state, regional and national professional organizations. Develops professional development plans and supports the professional development needs of the staff.
5% Database Analysis
Structure, implement and maintain databases to optimize data access and security. Design and maintain database schemas and user interfaces. Collaboratively work with users to understand data access and integration needs. Monitor database standards and procedures, system usage and performance. Resolve database and data problems.
Develop and implement recovery plans. Build reports and analyze data to enhance customer analysis.
5% Other duties as assigned.
What You Will Need
Bachelor’s degree in computer science or related field OR an equivalent combination of education and experience.
Understanding of and ability to integrate all systems including operating systems, applications, networks, and databases, as well as knowledge of distributed processing technology.
Ability to use one or more industry standard programming languages.
Experience utilizing application development versioning control and workflows.
A demonstrable commitment to promoting and enhancing diversity.
4+ years in a professional programming field.
This position is designated as a critical or security-sensitive position; therefore, the incumbent must successfully complete a criminal history check and be determined to be position qualified as per University Standard: 05-010 et seq. Incumbents are required to self-report convictions and those in youth programs may have additional criminal history checks every 24 months.
What We Would Like You to Have
1+ year of lead work either in a project, team, development, or a combination of any and all.
Experience working in higher education.
Advanced knowledge of systems analysis and related programming functions.
Advanced knowledge of object-based programming concepts.
Advanced knowledge of integration-based development.
Strong written and verbal communication skills with the ability to provide technical information to customers of varying technical backgrounds and user levels.
