Job Description

1. ROLE PURPOSE

The Senior Market Access & HTA Manager has proven experience and is responsible for initiating, formulating, and implementing local market access, pricing and health technology assessment / pharmacoeconomic strategies for all products, in close liaison with local Category and Global Value and Access Teams. The role builds on an integration of medical, scientific, economic and negotiation expertise, to develop effective health technology assessment strategies and implementation plans to provide scientific evidence of the value of medicines that contribute to ensure that Pfizer meets its strategic business goals and financial objectives.

4. Key Accountabilities

  • Market Access / HTA
    • Has strong negotiation, strategic, clinical and economical skills, not only for HTA purposes but also to grant local access, with active contribution in the key account management strategy, either at the definition level and at the respective global approval level.
    • Is an expert in negotiating with the Authority, being a key asset in the products strategy definition and implementation, handling the local needs with the global guidance, defining, and implementing innovative agreements.
    • Develop, implement and maintain key measurement systems and KPIs to demonstrate impact of Market Access strategies and programs
    • Establishment of strong working relationships across functions, contributing with ideas, strategies, team/matrix leadership in an innovative, thought provoking and collegial manner
    • Responsible for the Pipeline Fingerprint workstream, that develops HTA strategies for pipeline medicines, ensuring fast time to market of new products
    • Develop and implement access strategies for maintaining access for all products
    • Develop, submit and follow-up Reimbursement and Prior Evaluation dossiers, being responsible for all the process (clinical, economic, budget impact and CAP negotiation)
    • Develop, promote and negotiate win-win propositions during negotiation step with Authorities, including exploring Value-Based Agreement models
    • Support the assessment for developing and implementing local partnerships with local Pharma companies
    • Review the Global/EU economic models in order to align it with the Portuguese HE Guidelines and the specific orientations from INFARMED and support local adaptation
    • Provide support for research and development at international level in order to enhance market access strategies (GPAs, procedures, guidance, etc), and participate in above country projects with the Pricing and PHI teams.
    • Maintain a working collaboration with Pfizer’s international team concerning HTA
    • Maintain a working collaboration with local BUs and cross-functional teams
    • Be a key partner during BUs’ Operating Plan and Long-Range Forecast definition and an active member supporting its’ implementation
    • Support the inclusion of Pfizer products in the National Hospital formulary and Hospitals formularies, reviewing Hospital Formulary Dossiers
    • HTA face-to-face presentations and discussions with payers and government agencies
    • Develop and implement strategies to ensure the positive re-negotiations for medicines already on the market, including exploring Value-Based Agreement models
    • Support the development of strategies that will allow business growth and benchmark the market access of key competitors’ products
    • Establish strong working relationships with INFARMED and its external experts and key HTA consultants
    • Customer management of main access customers
    • Has proven experience in supervising Vendors’ projects implementation and follow-up
    • Be a key advisor for other H&V colleagues on the development and execution of access strategies
    • Be the Coach for the Trainees of the Department

  • Pricing
    • Analyse Pricing Policies to ensure the alignment of local product prices with the Corporate Policies
    • Submit PCRs, when needed, after local coordination with BUs and Finance Department
    • Supervision of the mandatory annual price revisions, within the legally established timelines, and that internal price databases are kept up to date
    • Follow the pricing evolution in the 4 reference countries and communicate impact to BUs and Finance
    • Benchmark the pricing of key competitors

7. QUALIFICATIONS

  • University degree or equivalent in Pharmacy, Economy or related areas e.g. BSc, MSc
  • Post-Graduation or Master in Health Economics, Management or related area
  • High Knowledge on Finance, Statistics and Epidemiology
  • Understanding of the Portuguese and European Healthcare and Market Access Systems
  • Experience in adapting Health Economic and Budget Impact Models
  • Demonstration of strong analytical, problem-solving and quantitative skills
  • Recognized expertise on the job
  • Ability to think strategically and in scenarios
  • Ability to work proactively in partnership, translating business situations into objectives and delivering results to meet needs
