Job Description

The Computing, Environment, and Life Sciences directorate (CELS) is seeking a Financial Business Manager to join their team.

In this role you can expect to:

  • Function as a key member of the Directorate team and is responsible for providing leadership, mentorship, and direction regarding all directorate financial matters.
  • Develop, analyze, and evaluate financial metrics and measurements, rate and cost variance analysis, budgeting, forecasting for short and long-term financial plans
  • Trend analysis, labor charge monitring, resource management, investment risk analysis, strategic planning, and support to the annual budgeting process. 
  • Lead a group of professionals to provide customer-focused business services to directorate executives, their management teams, and staff. 
  • Key liaison to the CFO and central financial office serves as the go-to individual to ensure the directorate’s financial policies, procedures, and goals align with the Laboratory’s financial policies, procedures, and goals. 
  • Adhere to standard accounting structures in accordance with established policies and procedures and guides financial decisions by establishing, monitoring, and enforcing laboratory internal controls, policies, and procedures, while providing the financial analysis tools to evaluate special projects, programs, capital expenditures, and products/program costing. 
  • Identify any issues and process improvements and recommends necessary changes to accomplish the financial goals of the directorate. 
  • Analyze financial information and then prepares oral and written reports and presentations on financial and operational trends and provides them to leadership so that informed decisions can be made on the directorate’s financial outlook. 
  • As a member of Argonne’s financial management community, you will be responsible for building relationships with key sponsors and stakeholders, other directorates senior financial managers, government relations, and the Financial Management and Procurement Services (FMPS) management team.

  • Communicate a clear understanding of financial principles and practices,
  • Proactively seek opportunities for improving business operations,
  • Present executive management with meaningful business information,
  • Ensure compliance with corporate financial policy through internal controls and assessments,
  • Provide clear direction to direct reports and staff to enable customer-focused services, business efficiencies, and high-quality business products, and
  • Actively manage directorate financial staff by leading the recruiting, selecting, orienting, training, development, and mentoring of the team.

Position Requirements

Required knowledge, skills, and experience:

  • Extensive experience in budget development; financial, variance, and trend analysis; and performance management to support objectives and plans
  • Budget preparation with established schedules; collecting, analyzing, and consolidating financial data; recommending plans
  • Experience with applying change management process and tools to create a strategy to support adoption of the changes required to meet organizational needs
  • Strong communication and presentation skills for interacting with executive management, sponsors, and team members
  • Demonstrated success in leading a team of four or more
  • Ability to organize and prioritize multiple responsibilities and to comprehend, analyze, develop, and implement solutions to complex problems, while maintaining the ability to remain flexible and adjust to changing situations
  • Extensive working knowledge of Microsoft Office applications
  • Experience with large financial systems such as Workday, SAP, etc.
  • Passion for the mission of the Lab

  • Bachelor’s degree in Business Administration, Finance, Accounting, or related field and 12+ years of experience or equivalent

Preferred skills:

  • Knowledge of ANL and DOE financial and administrative policies, practices, procedures, and governance, including the Laboratory’s organizational structure
  • Deep understanding of indirect/overhead rate development
  • CPA (Certified Public Accountant) certification
  • Knowledgeable in the Federal Acquisition Regulations
  • Experience in Federal Government regulatory compliance and audit support
  • A Master’s degree
