Job Description

The Project Management Organization at Argonne invites you to consider applying for our Strategic Planning Program Manager in the Infrastructure Service Directorate. This candidate will assist Project Management Organization Division Director and the Infrastructure Services Senior Director in the effective identification, planning of repair, and modernization of Argonne buildings and utility infrastructures. Responsible for enterprise-wide strategic planning for all site facilities. Responsible for development and management of the investment program to support mission readiness, operational risk mitigation and site resiliency for the entire site’s capital assets. Conduct long range strategic planning initiatives in concert with programmatic and operational strategies, goals and requirements resulting in supporting a tactical investment program. Implement cost reduction and/or value engineering initiatives to optimize infrastructure project investment portfolios. Provide operational management support and policy development support to the Division Director. Management of facilities funding programs such as DOE- SLI (GPP and line item), Minor Construction/IGPP, DOE-EM D&D, IGPE, and Major Repairs.

Position Requirements

  • A bachelors or master’s degree in engineering, urban planning, city and regional planning, or other related master planning degree with 6+ or more years of progressive experience in campus and facilities planning including master planning, facility programming and capital project planning.
  • Comprehensive communications and leadership skills as well as excellent written and oral communication skills. These skills including facilitation, coaching and most importantly team leadership.
  • Comprehensive interpersonal skills and the ability to develop productive relationships with ANL managers and staff, and collaborators from other institutions.
  • Comprehensive ability to deliver successfully against demanding cost, schedule, technical goals and within all regulatory guidelines.
  • Considerable knowledge of facilities planning, engineering, and construction.
  • Experience in determining the kind and extent of management, technical, and related programs needed for choosing the technical approaches, planning and organizing facilities and services, and interpreting the results.
  • Demonstrated hands-on experience in creating, developing and executing campus master plans.
  • Demonstrated experience with capital program development and financial analysis.
  • Demonstrated ability to effectively manage and coordinate the work of consultants.

Preferred Skills

  • A Master`s degree in Business Administration or Public Administration is preferred.

  • Considerable knowledge of management principles and practices, Laboratory and DOE policies; and Laboratory accounting and procurement procedures.

  • A minimum of two years of experience supervising technical professional staff.

  • Demonstrated knowledge of building infrastructure including applicable building and environmental codes and regulations.

  • Registration as a professional engineer and/or certified project management professional is highly desirable.

  • Demonstrated experience with CAD, GIS, word processing, spreadsheets, graphic presentation development, and database management.
