Position Summary

The Program Director is responsible for high level program development, implementation and operations of a broad portfolio of initiatives/projects/programs that span across multiple City of Hope departments and locations. Serves as the senior program lead for operationalizing new programs at City of Hope’s Duarte campus. In partnership with the Executive Director of Capacity Planning and Operations, is responsible for the direction and effective operation of multi-dimensional programs and clinical initiatives. This position is responsible for implementing and monitoring operational performance of department and enterprise initiatives including managing budgets, expenses, timelines, deliverables and stakeholder engagement. The Program Director works independently, consulting with Directors and Executive Directors to successfully implement initiatives and programs that lead to improved operations within the clinical enterprise. This position has decision making and operational responsibility of major clinical programs across multiple departments. The director will provide programmatic, compliance and strategic oversight and coordination of complex workstreams and program/project management activities.

Key Responsibilities include:

Leadership and Collaboration:

  • Directs and leads programs and resources within the capacity planning and utilization portfolio
  • Leads ideation and solution sessions to further advance initiatives and programs
  • Works cross-functionally throughout the enterprise to drive program development, implementation and execution
  • Identifies and leads multidisciplinary teams to identify, evaluate, develop and implement programs and projects that have significant impact on patient care
  • Provides programmatic support and supervision of DOC planning and activation.
  • Develops effective working relationships with City of Hope staff and faculty to ensure efficient implementation and operationalization of key clinical programs
  • Leads the management of key campus initiatives/programs from inception to implementation
  • Directs the prioritization and execution of multiple major programs/projects with broad scope across departments
  • Utilizes leadership skills in overseeing cross functional working teams and maximizes engagement
  • Coaches project and business managers on effective utilization of implementation practices and execution tools
  • Collaborates with the leadership and Divisions across the Department, and various other City of Hope departments and leadership in the development and implementation of clinical support programs services
  • Demonstrates leadership and accountability for development and execution of project plans and program portfolios
  • Directs the identification and mitigation of risks that threaten the success of department programs
  • Actively engages with senior leadership and participates in decision-making processes related to the development and execution of key initiatives
  • Partners with key executive directors within nursing to ensure timely implementation of reporting practices and efficient execution of action plans.
  • Serves as liaison to senior leaders in Service Line, Ambulatory nursing, Facilities and NMC Leadership
  • Demonstrates strong leadership skills to effectively manage people and processes
  • Directs working teams to drive broad program deployment within the clinical enterprise
  • Regularly meets with top level program stakeholders on progress, metric performance, and communications
  • Identifies, prioritizes & launches successful implementations and optimization strategies (related to capacity mgmt.)

Program/Project Management

  • Ensures best practices are implemented on program/project inception, planning and execution
  • Plans, designs, implements and monitors all necessary activities for the successful leadership of multiple complex, organizationally matrix-based programs, projects and initiatives
  • Manages portfolios of programs/projects to ensure appropriate support is provided and risks are escalated as needed
  • Directs the development of metrics and effective reporting tools that support program success measures
  • Establishes and maintains project controls and facilitates workflow development
  • Plans programs from inception to completion including identifying processes, deadlines and milestones
  • Develops and maintains key programmatic dashboards
  • Creates and executes project work stream work plans, milestones and metrics to align with project outcome

Teamwork and Communication

  • Builds strong program and project teams through collaboration and effective resource planning
  • Directs and oversees multi-department working teams
  • Partners with leadership in problem solving and creative thinking as it relates to directing the successful execution of programs across the enterprise
  • Effectively influences senior stakeholders in support of program implementation.
  • Identifies key resources to support various aspects of program implementations
  • Creates and publishes a broad array of program updates/communications
  • Superior interpersonal, communication and presentation skills

Technical and Soft Skills

  • Accountable for timely and accurate documentation for performance reporting metrics (capacity and utilization management)
  • Establishes and ensures staffing models which meet patient volume and safety demands.
  • Identifies opportunities to leverage clinical and business technology solutions to ensure patient safety and to enhance productivity throughout the organization.
  • Assists in the development of project and business managers to partner with operational areas to accomplish organizational, department and division goals/objectives
  • Develops and implements change management best practices within the clinical environment
  • Establishes and monitors key performance indicators.
  • Identify and lead continuous improvement of program portfolios
  • Challenge the existing processes to improve capacity utilization
  • Resolves problems, removes barriers, and navigates sensitive issues with discretion
  • Develops, monitors and addresses needed improvement of operational budgets for multiple cost-centers.
  • Develops and implements space planning projects for department expansions and space modifications.

  • Performs other related duties as assigned or requested

Basic education, experience and skills required for consideration:

  • Masters in related field
  • Complex program development and management experience
  • Five years’ experience working in hospital/clinical setting
  • Five years’ Program/Project Management and improvement methodologies
  • Two years progressive leadership responsibilities
  • Experience implementing new programs in the healthcare or similar industry
  • Evidence based practice training

Preferred education experience and skills:

  • PgMP / PMP certification
  • Lean Six Sigma Certified Black Belt
  • Experienced in hospital/clinic operations
  • Seven years’ experience in fiscal analysis including budgets and forecasts.

Salary / Pay Rate Information:
Pay Rate: $53.19 - $88.82 / hour

The estimated pay scale represents the typical [salary/hourly] range City of Hope reasonably expects to pay for this position, with offers determined based on several factors which may include, but not be limited to, the candidate’s experience, expertise, skills, education, job scope, training, internal equity, geography/market, etc. This pay scale is subject to change from time to time.
