Job Description

We are Argonne National Laboratory, a U.S. Department of Energy multidisciplinary science and engineering research center located in Lemont, IL, where talented researchers work together to answer the biggest questions facing humanity.

We are seeking candidates for an Administrative Project Assistant for our Project Management Office and the Rapid Response Maintenance Department.

Under supervision, performs a variety of administrative activities and tasks in support of project management functions. Assignments include researching, compiling, tracking, and analyzing data and information from multiple sources related to project’s financial and procurement data. Responsible for supporting procurement plans from requirement identification through execution and closeout. This includes development of plans, coordination of required documentation, and tracking of receipt of goods or services. Assists the Laboratory’s subject matter expert on Davis-Bacon determinations. Preparing weekly correspondence and monthly reports, coordinating procurement packages, and tracking accruals for projects. May utilize various types of software to compile and generate reports, spreadsheets, statistics, timelines, schedules, resources, tables, graphs, correspondence, and presentations. May recommend processes to enhance workflow related to tasks outlined above. Collects and provides data and information to project controls analysts and project managers related to supported projects. Requires a comprehensive knowledge of a broad range of administrative functions. Considerable working knowledge of departmental and laboratory policies and practice related to procurement and finance.

 

Work closely under management supervision to utilize project management and Earned Value Management methodologies. Assignments may include, project document/report preparation, review monthly financial information, review procurement deadlines against project schedules, gather/validate accruals based on project progress, and track changes to procurements. Projects can be multiple concurrent small to mid-range projects or in support of a large range project portfolio.

 

Responsible for learning - and then applying with supervision - Project Management policies, procedures, and applications in accordance with current Laboratory, DOE, and applicable industry directives and regulations.

Hybrid schedule of 3 days onsite-2 days remote to begin after two month initial training period. Must be available onsite entirely for the months of August, September and October.

Position Requirements

Entrance to this level will require demonstrated and/or documented previous expertise in administrative and basic financial functions related to project management of a commensurate scope; experience working closely with technical professional staff and senior management; demonstrated ability to effectively interact with varying levels of authority; demonstrated hands-on experience in reading and understanding financial reports and project plans; demonstrated experience with word processing, spreadsheets, and graphic presentation development.

 

High school and 8+ years of related experience or AA degree with 6+ years of experience related to projects or affiliate is preferred. The incumbent will further be expected to continue their professional development through participation in professional development programs.

 

Required Knowledge, Skills & Experience:

  • Considerable interpersonal skills, oral and written communication skills, and ability to interact diplomatically and tactfully with people at all levels both within and outside the laboratory.
  • General knowledge of basic financial transactions such as accruals and invoice processing.
  • Organizational skills and ability to multitask and prioritize in a fast-paced environment.
  • Comprehensive knowledge of a broad range of administrative functions.
  • Considerable working knowledge of departmental and laboratory policies and practice.
  • General knowledge of Earned Value Methodology and financial system processes related to project management.
  • General knowledge of preparing requisitions determining quality assurance levels and risk levels, and knowledge of Davis-Bacon Act and Labor Standards and regulations.
  • General knowledge of procurement schedule and budgetary requirements within the Laboratory.
  • Considerable knowledge of Laboratory policies and practices, project management practices and procedures, and all governing DOE orders, rules, and regulations.
  • Considerable skill in use of automated systems for acquisition of goods and services.
  • Considerable ability to manage priorities and exercise independent judgement.
  • General knowledge of project management principles and computerized performance measurement systems for scope, schedule, cost, and risk.
