Job Description

CONTEXT OF THE JOB:

The Network and Systems Services (IT NSS) unit is responsible for the University's central computing systems, campus-wide networks, telephone services, voice mail, campus card systems, physical maintenance of campus data networking, telecommunications, and the cable TV distribution system.

The Network Engineer (NE) plans, designs, integrates, implements, and documents telecommunications transport systems (networks) and their related infrastructure components in the area of voice, video, and data/networks. This work is completed for existing campus structures, renovations, and newly constructed buildings and the NE typically works on multiple dead-line driven projects. The incumbent applies industry standards and codes, as well as department policies, procedures, and guidelines to his work. In addition, the NE's work involves project management and teamwork and the incumbent interacts with a wide variety of people, including: University department, FP&C, and IT staff, and outside vendors, contractors, architects, and engineers.

The Network Engineer reports to the Manager of the NSS Network Engineering Group.

MAJOR RESPONSIBILITIES:

Plans, designs, integrates, and implements small and large scale inter/intra building telecommunications cabling and transport systems along with their related infrastructure and LAN/WAN components for all aspects of campus data, voice, and video services, including wireless technology. Project complexity and quantity is considered regarding responsibility for total number of projects at any given time.
Defines project scope and specifications and creates AutoCAD drawings for project estimates and construction. Maintains detailed project spreadsheets for project estimation and final billing. Responsible for collecting all documentation for all aspects of project installation including physical plant as-built drawings, copper and optical cable test results, cable pair assignments, and other related as-built drawings.
Demonstrates a basic working knowledge of telecommunication transmission principles, intra-building copper and fiber optic cabling design, and telecommunications equipment room design and layout, along with all aspects of inter-building cabling and transport design, including underground and aerial distribution and their associated components. Maintains an advanced working knowledge of telecommunications building entrance room design and LEC (Local Exchange Carrier) equipment interfacing.
Provides consultation and guidance to clients, FP&C, and IT staff concerning the type of telecommunications network that best meets the needs for specific projects.
Coordinates the installation and implementation of designed network infrastructure projects utilizing Project Management software and efficiently and consistently uses NSS technical staff and Term Contractors. Participates as a member of larger project teams and act as team leader for smaller projects.
Researches, evaluates and provides recommendations for hardware and equipment related to all aspects of inter/intra building telecommunications transport systems, including outside plant conduit and manhole products, cable termination and splicing products, and cable transport systems. Trains IT colleagues in new and changed technology and on newly installed and supported systems.
Maintains a basic level of technical skill and broad awareness of technical developments within the areas of local and wide area networks, wireless technology, fiber optic transmission systems, data transmission standards, and inter/intra building wiring standards. Keeps abreast of industry standards, recommendations, guidelines, and codes by way of documents produced by the IEEE, EIA/TIA, BICSI, and the NEC.
Establishes and maintains appropriate working relationships with colleagues and clients and follows University and department policies and procedures governing IT efforts. Works within the department’s overall strategic plan following project priorities and scope. Meets deadlines and achieves goals.
Performs miscellaneous job-related duties as assigned.
QUALIFICATIONS:

Bachelor's degree and two years or related experience and/or a combination of education, certification, and experience.
BICSI R.C.D.D. certification is preferred.
Experience should include a thorough knowledge of telephone/data/video communications, and Project Management principles.
Experience with MS Word and Excel. Experience with MS Project and AutoCAD is preferred.
Must have strong analytical and organizational skills.
Requires effective interpersonal and communication skills to interact with a wide range of users having different levels of computer expertise.
